Most modern symph. prog is really cheery, which is good depending on my mood. The cheesiness really doesn't bother me usually...

Sigur Ros's "Saeglopur" is my personal favorite for happy songs (but untitled #8 makes me happier)
honorable mentions: Sigur Ros -- "Glosoli" "Hoppipolla" "Se Lest", "Staralfur" The Decemberists -- "We Both Go Down Together", "July, July" Explosions in the Sky -- "First Breath After Coma" Animal Collective -- "You Could Win A Rabbit", "Leaf House", "Sweet Road"
wow..this is really hard...i never realized just how little of my music is actually happy (technically speaking, the Decemberists are not even happy, given the lyrics...)

That's so true with so many of their songs. Actually, most of Her Majesty really cheers me up. For example, Billy Liar (about a lazy pervert), Song for Myla Golberg (ok this one doesn't seem depressing lyrically), The Chimbley Sweep (sort of a downtrodden guy)
However the one that tops them all is O Valencia which is an intricate Romeo and Juliet-esque murder love story but is one of the happiest songs I can think of.

On the contrary, I find it incredibly depressing. I love the song by the way, it's an all time favourite.
The reason it's depressing? It's because It's not a wonderful world.

Also, even though Pink Floyd's "Free Four" (from Obscured By Clouds) is a rather sad song ("You shuffle in gloom in the sickroom And talk to yourself till you die. Life is a short, warm moment And death is a long cold rest. You get your chance to try In the twinkling of an eye: Eighty years, with luck, or even less."), it's still a very cheerful tune!

This is a rather happy number too -- very prog:
Happy Happy Joy Joy
Hello, boys and girls, this is your old pal Stinky Wizzleteats. This is a song about a whale-no! This is a song about being happy. That's right! It's the Happy Happy Joy Joy song!
CHORUS Happy happy joy joy Happy happy joy joy Happy happy joy joy Happy happy joy joy Happy happy joy joy Happy happy joy joy Happy happy joy joy joy
I don't think you're happy enough. That's right! I'll teach you to be happy. I'll teach your grandmother to suck eggs.
CHORUS
If'n you ain' the graddaddy of all liars. The little critters of nature they don't know that they're ugly. That's very funny! A fly marrying a bumblebee. I told you I'd shoot! But you didn't believe me. Why didn't you believe me?
CHORUS
Happy happy happy happy Happy happy happy happy Happy happy joy joy joy
------------- "And, has thou slain the Jabberwock? Come to my arms, my beamish boy! O frabjous day! Callooh! Callay!' He chortled in his joy.

I'm pretty sure just about anything by the flaming lips. Do You Realize??, Race For The Prize, The Entire Zaireeka Album, Shine on Sweet Jesus, and so on.
On of my favorite songs when I just feel like being amazing happy is this one
The Flaming Lips - Bad Days
Here are some of the lyrics:
You're sorta stuck where you are
but in your dreams you can buy expensive cars
live on mars and have it your way
You hate your boss at your job
but in your dreams you can
blow his head off
in your dreams...show no mercy
And all your bad days will end
and all your bad days will end
YOU HAVE TO SLEEP LATE WHEN YOU CAN!!
AND ALL YOUR BAD DAYS WILL END!!
Damnit....this just makes me want to do nothing for the rest of my life and just have friends, my girl, and music.

This song has helped me through some bad times at work! I saw the Flaming Lips at the Reading Festival in 1994, one of the best gigs I've seen!
Since then though, I've been a bit disappointed with their music. It's OK but a bit too fluffy for me. Ron Jones their guitarist left around this time and took with him a lot of what I liked about the band.

"Sunshine" from Peter Hammill's first solo album "Fool's Mate". You can't get any happier. When he starts singing "lalala" it is ultimately happy.
Here the lyrics:
Oh, suddenly things begin to come clear in my mind as I look into the land laid bare by your eyes; E-S/M attractions are working behind my thought, I can't help my feelings, the way that my emotions are over-wrought. CHORUS: Good morning, sunshine! You're all around my head, Good morning, sunshine! I'm ready to be led. Good morning, sunshine! You know how sad it makes me to see you unhappy so smile, spread sunshine all around.... How sweet it would be to be chained by your side; how sweet if you would strip my worried mind. Your blonde/brown hair hangs down on you, how I wish that it hung on me, there's something in your allure, that makes me know I'll never again be free. CHORUS
Lalalalala lah lalalah..... I'd like to run on the clouds with my liberty, but for you I'd get hooked and float six inches mud-free. The sight of your smile just makes me want to jump and clap; the fact that you may be owed to someone else can't entirely tight your trap. CHORUS

Not prog, but check these out: Helloween - Dr. Stein Helloween - Rise And Fall Helloween - Guardians (the chorus ) Helloween - Twilight Of The Gods (the opening melody) Helloween - I'm Alive (the melody just before the last pre-chorus) etc etc etc.....
"Helloween" is like a synonym with the word "happy".
The Beatles also did some very happy music occasionally.
