Are we talking "technically," "influentially," or "what they brought to a band?"  If the latter two, Collins and Peart would have to be included.  If the first two, Pip Pyle would have to be included.  If technically, Cobham and Walden (and Trotta) would almost certainly top the list.

However, if we are simply talking "favorite," my list would be:

Claudio Trotta (the single most underappreciated drummer in prog - and possibly the greatest currently playing)
Bill Bruford
Phil Collins
Mike Portnoy
Michael Giles

Why? Sean is much better. 
Technically, Reinert is undeniably better, I agree, but Weathers had a knack to make such complex songs sound incredibly groovy, no small feat considering Gentle Giant's music ; he also played the vibes, which, I believe, Reinert does not play... and if you've seen one of the GG live DVD's, you know he has a unique playing persona !!!

Portnoy, Peart, Cozy Powell, Paice, Palmer - 2 of those are not really "prog" however they are the drummers that come to mind quickly for me.
