I will admit that I don't know her and I respect your opinions, so tell us who she sings for.

Inga Rumpf is the singer of the German bands Frumpy and Atlantis. If you don't know her you just have to hear her. Fantastic voice!
Here a few videos (in the first one sound and picture are slightly asynchronous, which is a bit irritating; the sound is about half a second behind; just close your eyes and listen):

With Frumpy:

http://www.youtube.com/watch?v=aTiW-33TNDg
http://www.youtube.com/watch?v=mqLtqMo6vp8

With Atlantis:
http://www.youtube.com/watch?v=WFubGa3la9o
http://www.youtube.com/watch?v=5lNBDtqeQ6k
http://www.youtube.com/watch?v=v0fRel_dwR8

I highly recommend the live albums of Frumpy and Atlantis (though Atlantis are at best prog-related).. Great music!

I'm depressed I've been the only one to list Dave Cousins.  Strawbs can't get no love.

Some of the singers mentioned already would hardly fall under the "progressive" blanket.

Maggie Bell being just one example of many. She was more bluesy/rocky.

I can't believe there isn't anyone else who rates Andy "Vurtox" Schmidt out of Disillusion. Number 3 in the Extreme Prog Metal listings at the moment and no-one loves his versatile vocals? I'm in shock dude.

Ah screw it. I'm gonna throw Jens Kidman in the mix. Great vocalist, very unique and probably the most violent vocalist in prog. Scarily good how he shouts against those polymetric riffs as well.

On the whole of her career, yeah; but anyone that performs with Rick Wakeman and John Paul Jones still qualifies.
