I know quite a few non-proggers who love Tangerine Dream.
There are any number I could say, but I'd probably go with some of the more avant artists (though those may appeal to those who don't consider themselves proggers, but enjoy chamber rock and forms of more experimental music). So what little this list is worth, and without thinking it through:

Triumvirat Kansas I don't think the more extreme bands like Art Zoyd, Boredoms, Present or Faust (or VdGG)... are the strongest contenders to bore non-proggers. They might not like them very much, but that's not the same as being bored with.

^ I agree - bands that would bore a non progger would most likely be the self same bands that bore us.
So we won't be finding those bands amongst our favourites nor will it be any band that is remotely popular even to a minority, but somewhere in with all obscure prog bands there will be three bands that are so unimaginative and uninteresting that we've never liked them and can't even recall their names now.

Well, according to my non-proghead boyfriend (so he keeps telling me!), Dream Theater are boring - he "doesn't get" them! However, he's mad on Jethro Tull and Hawkwind, he's seen numerous Floyd tribute bands (always singing along) and he's coming with me to see IQ for the second time in October. I'd class him a semi-proghead.

1. Genesis (the second half of SEBTP bores the heck out of me... and yes I've TRIED to like it)
2. King Crimson (most non-progheads need lyrics, most of KC's material is instrumental)

Bands like Pink Floyd, Genesis, Yes and I think even ELP back in the 70's, appealed to a lot of people who weren't exactly prog fans.

I certain you are wrong on all three, especially Can. These are bands I've experienced have great crossover potential tastewise. Its more the progheads that don't get them.

Genesis: On the basis that they don't immediately seem to stand out as an excellent band.
ELP: I find myself having trouble getting this band myself. Lots of noodling and strange classical forms.
GYBE!: For their slow repetitive themes that last forever.
