Hmm, Firefox 5 on Linux has a refresh button to the right of the URL bar.

That's because last.fm's compatibility system is dumb. IIRC having ten artists in common is enough to make it super.

Maybe having it on the right is considered old school so they haven't updated it yet for the Linux nerds. I got it to move in Opera, it's not ideal but whatever. 

Incidentally, IE9's default layout is f**king weird. I'm too lazy to take a screenshot because I haven't reinstalled GIMP yet, and I can't find one easily, but the URL bar is persistently to the left of the tabs. I guess it would save space if they didn't leave the space to the left of the x button empty, but it's bizarre. Also, Microsoft says IE9 is the best browser, clearly.
