Yeah, the referees mad two mistakes there. 1. It was off-side. 2. It was a goal. But since it was off-side first, the goal shouldn't had been allowed, so in making two mistakes the referees actually made the right decision in the end (sort of), by not allowing the Ukrainian goal to stand.
