I really like King Crimson's The Construkction of Light. Barely a 3 star album, I find some of Fripp's best work on this album. Lyrically pretty entertaining too:  "And if Warhol's a genius, what am I?
A speck of lint on the penis of an alien"

Thraak was another I really liked.

^^^ Yeah, I'm suprised about Lizard by KC, being rated so low.

It's one of their best albums, imo.
Ultimately bored by endless ecstasy!

My favourite albums because I know so much about music that my favourite albums must be the best albums therefore albums that I like with low ratings people must have just had too limited intelligence to 'get' so I think I shall just enjoy lauding it over people that they don't understand those albums on an internet forum and sit at home listening to them thinking about how much better than everyone else I am and at the same time laughing at all the stupid people that enjoy simple music because simple music is for simple people and god I'm so intelligent compared to them

"Tarkus" is brilliant, but Tarkus has "Jeremy Bender" and "Are You Ready Eddy?"  Not exactly prog brilliance.

Another rated low albums that I can think of now are:

Orphaned Land's debut Sahara is no less than a masterpiece IMO and is rated very low. Another one is Arrow Head by Osage Tribe, which a few years ago was rated pretty high but now somehow is rated below 3 stars.

Cheer-Accident - Salad Days. It's one of the best avant-prog albums ever and it's currently rated at 2.22.

It's amazing just how many really highly rated albums are being mentioned here (Like UK's debut in the post above mine), it really does seem that some people here think that if an album they really like has less than a 4.2 average it's being underrated!Wacko

I'll second the mention of Kayo Dot's Blue Lambency Downward, one of my favourite albums, I'm surprised it hasn't clicked more with Driver and general Avant/RIO fans, definiely better than a 3.2 IMO.

Well the OP doesn't specify what rating system,  so my answer is based on the general level of buzz around the album, as are a few others here I suspect.

There are a few ways to clearly re-interpret this question. For example, I'm surprised "The Lamb" did not get a rating higher than 4.26 (as of the time of writing this post), albeit I don't really like this album but I hear people on this forum giving it so much praise, like "the best album ever" or "one of the best albums ever" or "a masterpiece", etc. The Softs' "Third" has 4.25, but it doesn't get as much mentioning.

There are plenty of albums we don't see getting mentioned on a daily basis that we know are quite highly liked, there's just too many highly rated albums for that, but when albums have hundreds of reviews and ratings, as most of whats been mentioned in this thread has, and the poster is saying that a 4+ average is surprisingly low, then I think they are going to have rather rediculous expectations for how the rest of us percieve music.

I think its pretty obvious the OP was reffering to this sites system, otherwise it would have been mentioned (If I'm wrong on this then the ct really has been put amongst the pidgeons.). And that UK album get's mentioned every single time there's a "which album do you think is underrated?" type of thread, so I think its got a very strong following.
