Foreigner Suite by Cat Stevens is another superb example of prog rock fused with soul.

I didn't know about Billy Srings... if everything is of that ilk of what I heard in this thread, he's got a shot in prog Folk.

as for the rest, outside of the Isleys, I wouldn't call these artistes "soul", but rather "funk" and some of them are included here (including Mandrill).
Early EW&F and K&tG also merit some "progressive" epithets.
let's just stay above the moral melee

content to be a doer
as well as a thinker,
prefer lifting our pen
rather than un-sheath our sword
