Hmm. This list has one excellent album on it and I was wondering whether there are more really good ones, of course according to my taste. To find out, I asked the "Top Albums" for the top studio albums of 1983. It gave me only 23 (no idea why), but these are different from your list - there's for example a Cardiacs album and an Art Zoyd one (though surely both not their best). So I wonder how you put these lists together. Anyway, you can do a poll in any way you like, and no, I'm not asking you to replace stuff. From the list, the lone winner is Peter Hammill. Oldfield comes next, then probably TD, Eloy (even though these are some distance from the band's best), and IQ.

I use three sources:- ProgArchives Top Albums for each year; Wikipedia's Timeline of Progressive Rock; and Google's list of prog albums for a particular year. I also add the odd one or two albums that might have been missed from those sources, such as Jon Anderson's "Animation" in the last poll for 1982.

Oooh...
Tough year. Underground prog movement barely taking off at this time, and major bands changing sounds. I went with Genesis, but thought seriously about 90125. I love Saga, Pink Floyd, Godley & Creme, Steve Hackett... These are no where near their finest recordings though.
