I'm trying to find bands with lead singers that have clear, pure(hope this makes sense) voices. IE, from the top of my head, james labrie on dts softer songs(vacant for example). And, although not required, i prefer prog metal.

Anneke van Giersbergen of The Gathering should be right up your street. Opeth's Mikael Åkerfeldt also has a very clean, 'pure' voice when he doesn't growl... Try Damnation, which is growl-free.
Outside prog-metal, the obvious choices would be Annie Haslam of Renaissance and Jon Anderson of Yes, or even Greg Lake.

Just stating the obvious: Jon Anderson and Kerry Minnear from Gentle Giant! I don't think there's anything more pure then the voice of these two guys. Sorry I can't help you with prog-metal.

If you like Prog Metal I would check out Amaran's Plight. Singer D C Cooper has a great voice and should be to your taste.

I really like Peter Hamill myself but I think he's more of an aquired taste and doesn't really fit into the cateogory of what's wanted here.

Outside the "English" world I recommend:
- Henryk Cabañes, from Reale Accademia Di Musica (check 'Il mattino') &
- Fred Mühlböck, from Novalis (check 'Flossenengel').
There are dozens of great singers with pure voices (male/female) singing in several languages...

Yea when I saw this, I thought "Well, I definitely won't be recommending Peter Hamill!" Although, I personally place him in my top 2 or 3 favorite vocalists. I definitely will be recommending Steven Wilson voice and especially Porcupine Tree. He does process it sometimes with that (kinda cheesy imo) "low-fi radio" sound, but the music is very metallic and the voice is usually very clear.

Demetrio Stratos: if you need a clear voice, he's for you; if you need an onomatopeic voice, here it is. Any voice you could need, Stratos had it.
