Hmm well you have to consider that Portnoy's work outside of dream theater like transatlantic, it's a tough call.

If any of us know anything about drumming, than you know that its not about the fills! Its about how tight you can make your beat or how technicaly advanced you can get!
Look at Portneys kit, abosolutely covers the entire back of the stage. Carreys is almost the size of a normal kit, while he play multiple percussion instruments along with the standard drum set!
Give me one song where Portney plays like how Carrey on the intro of ticks and leches!

I think "best" polls are worthless because there is no way to quantify "best". It all boils down to who you prefer. Just because I prefer Portnoy's style more than Carey's doesn't mean he is "best". It's not like there is a test they can take with right or wrong answers. Music is Art, and Art is subjective. Beauty is in the eye of the beholder and all that.
In case you missed it, I prefer Portnoy.

I prefer Carrey. Portnoy doesn't know when to stop playing. Carrey is makes things spicey and interesting. His drums sound phenomenal too. Portnoy's sound is a little to bright and upfront.

I don't know anything about drumming.(I'm a guitarist myself) but I love the sound of Portnoy's playing. I dont usually even notice drummers when I listen to music, but Portnoy really stood out.
The first time I listened to Tool I heard about what a great drummer they had. I listened and I didn't notice anything special or attention getting about Carey's playing. They just kind of blended into the background and I wasn't really impressed. There were a few cool moments on the drums, but not many.
The first time I listened to Dream Theater I heard what a great guitarist they had, so I went in focusing on the guitar and still noticed how amazing the drums were. I also noticed the horrible singing, but thats another story.
I'm not a fan of either of the bands and I dont know anything about drumming, I'm just saying what I noticed.

Carey vs Portnoy? If it's Mariah, I rather have her next to me than good Mike, specially after a concert. ugh!
As a drummer, I can't believe Portnoy is winning, as the anti-DT movement grows relentlessly.... But I agree, of course. Carey is a fantastic drummer but he relies on toms too much, at times he can get so annoying... For a more interesting use of all the drum parts, like cymbals (in all kinds) and bass drums and snare, i go with Portnoy......Though, as I said, he's not my favorite drummer....

It has always been strong, you just happened to witness it later than others !!!  
By the way, I have a grand declaration to make :
I can no longer be a DT basher. Their new album is just so great, it keeps on growing on me and I have a hard time taking it out of my portable CD player.
