Outside the sphere of 'progressive', Jacques Brel would be unquestionably on there... if anyone's heard how far the original version of Ces Gens-La flattens the perfectly good Christian Descamps version or the sheer speed of his vocal on Vesoul...

May I point that rating singers may be tricky, we use to judge them by the timbre of their voice (this or that guy / lady have a great voice), but singing is more than that.
 
First of all, usually singers do not only sing, but they decide (compose) the melodic and rythmic phrases which the vocal part performs. A singer may "write" wonderful vocal phrasing but not have a very good voice himself or viceversa.
 
Secondly we have the technique. Some vocalists may have a natural good timbre but lack technique, or viceversa.
 
Thirdly we have the timbre, which is the most obvious attribute and as I said, the one we unconciously tend to judge vocalist for. A good sounding voice is probably most important than anything else, but as I want to note by this post, not the only thing a very good singer is supposed to do well.
 
Finally vocalists frequently write the lyrics, and that can be another point in their "evaluation sheet".
 
And we might still add the qualities as front-man / front-woman since many vocalist have to carry that role too, when looking for the "total package" best singers.
 
Do I still miss something?
Just asking for "the best singers" may feel incomplete unless we specify: best timbres? best overall?
