  Anna Meek-- CATAPILLA
  Angella Allen -- CARMEN [and a stunner to boot]
  Bobbie Watson-- COMUS [not real bad either]
  Pauline Adams-- STRING DRIVEN THING
 
  I also read a recent review about SENSITIVE TO LIGHT who feature a bonney Scot--Jenny Lewis and don't forget Sam Baine with THE TANGENT>

I really recomend "Takako Minekawa" if you like Kraftwerk-ish prog-pop mixed with Shonen Knife's cuteness.  Tends to cover a few classics from favorites like Mike Oldfield and the Beatles.  But then there there are a lot of simular groups like this from the last 10 years and it's not really what people here normally consider prog.  She's just my favorite of their lot.
Francesca Nicoli of Ataraxia (my top fav gothic medieval-ish prog pop, simular to dozens of other goth groups out there though with female leads.) 
Tracy Hitchings of Quasar on The Lorelei.  (Simply the best female voice on a true prog album IMHO.  Never heard her other releases as they are fairly obscure and I never felt like ordering them directly from her). 
Barbara Gaskin of Stewart/Gaskin.  (some perhaps would say it's more AOR than prog)
Grace Hearn of Oho. (same story as Stewart/Gaskin ?)
Sally Oldfield (Come on, Water Bearer anyone? Cannot forget her!)
Maggie Riley's work with Mike Oldfield. (her solo stuff is bleh AOR)
There are others which I would consider prog or close enough to progish, but I know others would not say this, like Toyah (Toyah Willcox went and married a top name progger), Enya, Louise Tucker (Midnight Blue), Maddy Prior of Steeleye Span, The girls in Manhattan Transfer, etc...
