You cant get any more emotional and depressing than 'Hours of Wealth' or 'Isolation Years' by Opeth, they give me a lump in my throat everytime.
My Dying Bride and a lot of doom and black metal do really.

Simon and Garfunkel are quite melancholy in general . Karen Carpenter had a sad haunting voice even before her early demise , a really sad artist maybe the saddest artist the modern music industry has ever produced.
Eleanor Rigby is really sad.
I don't agree with nominations from The Wall and the Final Cut since I to me those albums were just Roger Waters feeling sorry for himself

I find Harold the Barrel quite sad although most people think it is comical probably because I have seen a few nice people deteriorate with mental illness

Let's define what a SAD SONG is shall we?
Sad Song: A Musical peice that instills a feeling of sorrow or indirect guilt for the character(s) participating in the given scenario, often resulting in tears. atleast thats what my definition would be.
Space=dye Vest by Dream Theater. the part of the song that really gets me is "... he doesn't love you, but... I love you" as soon as he says "it's our last chance" and then the vocals come in, it becomes very moody, it always gives me a sense that the two characters at the given point in time, didn't get their chance. Always gets me... every time.
Stop Swimming by Porcupine Tree, this song represents sadness itself... I was actually listening to this song right before my first suicide attempt... :( sad music is not good when your in a sad mood. warning DO NOT LISTEN TO WHEN YOU ARE SEVEARLY DEPRESSED.
Heartattack In A Layby by Porcupine tree, you know PT always have plenty of genuinly sad songs. I can say I listened to a lot of PT when I broke up with my girlfriend of 4 years. Lots of tears and songs. GOOD TIMES :D

For a sad, beautiful song, I always listen to 'Turn Of The Century' by Yes. Brilliant melody, superb yet restrained musicianship and (for once) comprehensible lyrics from Anderson. Lovely
