The Fear series initially started as a trilogy with "Witch Hunt" from Moving Pictures being the first in the series even though it was part 3. Next was "the Weapon" from Signals as part two then "the Enemy Within" as part three concluding the final part of the trilogy. Eventually there was a fourth song added which was "Freeze" from Vapor Trails. The Weapon. And yes, Witch Hunt is by far the weakest song on MP.

I never thought of it that way but like I said many seem to think so. I personally don't see how it's weaker than Vital Signs but everyone has their own opinion. VS has grown on me over time though.
