I guess prog folk is a rather dubious term

I agree with Japan, certainly their last two albums - based on the
music, not on the non-argument that David Sylvian was their
lead-singer. For the rest, no. IMHO of course.

I Do they did the first rock opera and even there 2nd album is fairly progresive heck even there first is sort of progresive because of petes experiments with feedback

I doubt any of the prog bands were really influence by The Who, so I would say no.

I recently re-listen some old work of the who an they are impresive, they start as a kind-a-like beat band but 1969 with "Tommy" touch the sky, I think that have a lot of prog moments, but before in 1967 thay play in Rolling Stones Circus a mini-opera song call "A quick one while she`s a away" is awesome.
