Even though I've been playing guitar for 21/22 years, I'm in no position to say who's better technically. Both guitarists are outstanding and have demonstrated incredible technical facility on their instruments.
I guess I should turn in my Prog badge and gun then.

Both excellent players, but from following their careers and seing both live multiple times I'll give it to Steve Hackett.

Prefer Hackett. Have no idea who is better and have heard all variety of opinions on the subject over the years.

i guess im the only one here that Hackett is spelled with 1 and not 2 t's, and yes i am not a big fan of incorrect grammer (go see YGS from jacksfilms and hilarious and true). anyway, its Howe for me but they're both great!
Update: nevermind Dean got it first, but at least that's recognized now hopefully lol

I prefer Genesis over Yes, by a wide margin, but I like Howes tone better than Hackett's.
