Another unique/strange singer might also be Efrim Menuk from A silver
mt. zion. He sings like if he was desperate or something like it.

There are quite a few singers who sound like Gabriel. The late great Shaun Guerin and the singers for Citizen Cain and Mind Sky come to mind.

One of these days this band will appear in PA (because now everything here is prog related os prog itself), so I vote for Venom's Cronos (At war with Satan will be considered some kind of black metal opera or other cr*p).
For the existing groups in PA that I know, I go with Geddy Lee. Hammil is great and operatic, but not unique, as someone already said.
PS: I can't stand with Di Giacommo. Love Italian prog but this man is soooooooooooooooo irritating. Can't listen to their third album.

Hm, tough question. But to mention a few with quite unique voices (in my opinion):
Peter Gabriel, such a diversity.
EDIT: Robert Zima and Stefan Fredin (at least, I think it's him,
could as well be Dag Lindquist) of Trettioåriga Kriget. Both have very
unique voices, especially Zima on Krigssång and Fredin on Regn, (regn,
regn) and Tack och Adjö (if it now, indeed, is him. I should mail
them...).
Thijs van Leer, how does he do it?
And, of course: Philemon Arthur and The Dung of Philemon Arthur and The Dung. They're playing in their own division.

Peter Hammil is certainly unique.
Another unique one is the late Robert Calvert of Hawkwind and the
British Amon Düül. Not a great singer in technical terms, but his voice
speak is certainly unique.
And since some people wanted women to be named: Inga Rumpf and Dagmar Krause.
