Here's something that's worked for me, before: Go to discogs.com. Set your search parameters to the year, style, and format (such as vinyl). Go to town. If you have a fast 'net connection, it may take a few hours, but will be well worth it should your long-lost album show up. If nothing shows, try the same on RateYourMusic.com. Granted, it's all gigo, so if no one's entered the info, it won't be there; but I've found ultra obscure items on both those 'sites, all day long. Phenomena the band-collective? Yes, '80s. Also the title of an '80s Dario Argento film (that starred Jennifer Connelly), with music by Claudio Simonetti, Goblin (as Fabio Pignatelli & Claudio Simonetti), Bill Wyman and Simon Boswell.

Good point about Klaatu's first two, though the first one I wouldn't consider a concept album, despite the some of the songs' names (Interplanetary craft, Uranus, Neutrino, etc...)

I'm thinking that this album saw such limited release, perhaps only in the local market of the OP, that it might not even be googlable, or at least you could pretty much only find it by name. Have you tried a geographically based forum?
