Some obscure, more or less monotonous industrial ambient can be nicer at lower volume. But it's hard to say if it's "best" at low volume.

The best volume for ALL music is 'just right'. Whatever volume that lets you hear everything that is supposed to be heard, but not to loud, is 'just right'.

I find that Genesis works really well on low volume. Especially when I am using it as a soporific agent.

My dial goes all the way down to zero. manalishi though, sad ( as it marked decline of Peter Green) but a great track to be belted out alongside "Ow Well"
