In my opinion no. The true prog metal scene didn't start until the eighties. Those bands as well as a few others that have already been mentioned sewed the seeds if you will but it would be several years for prog metal to really coalesce as the genre we know today.
One or two people on here seemed to have downplayed Rush's influence which is really a shame because their influence can not be stated enough. I think Rush have had by far the single most important influence on prog metal than any other band. If it wasn't for Rush no Dream Theater and probably no Queensryche either. Whether albums such as 2112 or Hemispheres are true prog metal is debatable. Their influence however is not.
Yes, I agree self-aware progressive metal didn't begin until the 80's. But the bands I mentioned birthed the idea, which relates to the topic.
As for Rush, I think no matter if a few people disregard them, Rush's influence is more massive than practically any other 70's band, and have been stated as influencial by countless metal bands. This goes for both prog and non-prog metal.

I dig what you're saying daddy-o, but the Sabbs were not comfortable with the "Mothers club" scene, by their own omission, and yes, the record industry did indeed jump on the psychedelic band wagon. Remember "Watch the Flowers Grow" by Frankie Valli and the Four Seasons? I do, unfortunately.

I bought their sole release, Darkness Before Dawn, last year after stumbling across the band here on PA. Some of the songs are not my cup of tea, but I found the album worthwhile for the two epics, Day of Wrath and The Last Battle.
