I'm one of the votes for Who Are You... partly because it needs a bit of help, but it's definitely in my top 3, because the song qualities are way above average than usual (only Next is better), even if Loon is obviously on his last stand

Sooo with Quadrophenia, and Next, WAY, you've got my top 3

As I've said elsewhere, Who's Next is a greatest hits album for any mortal band.

I agree. Had Townsend been able to bring Lifehouse to life back then, it might have been the Who epic to end all epics. Alas, we will never know

true and even Who's Next is a bit lacking once you get past the iconic songs Won't Get Fooled Again, Baba O'Riley, Behind Blue Eyes, Bargain and Going Mobile. OK that on it's own will do it Smile

The Who By Numbers. More for nostalgia reasons than anything else as Mum bought it for me when I was 13. It's clearly not their best but I love the songs The Blue, Red and Grey, Slip Kid, How Many Friends and Squeeze Box. It's an eclectic mix that feels more like a Pete Townsend solo album than a Who album at times but I still enjoy it nevertheless.
