I have voted Julian Bream but Andres Segovia and Pepe Romero (also a splendid flamenco guitar player - his piece Fiesta En Jerez is outstanding!) are on the same level, it is so subjective. Flamenco giant Paco De Lucia can also play great classical guitar.

By the way, half of the names you mention I don't know  ..

Segovia is over-rated.  John Williams and Breamare kings.  Elliot Fisk sucks a lug-nut.

We've paid Segovia back many times over for what he's done.   I think  underrated is more of an over statement than me calling him overrated.

 Oh believe me it's the other way around, even as you're right, people in the classical guitar world do respect him a lot, he may be not to your taste but calling him overrated is even more atrocious.
