SIR LORD BALTIMORE and URSA MAJOR - prog?

I realise that perhaps these two bands may sound obscure (well...they are!), but for those of you who are familiar with them, do you agree they are to be considered prog? 

Also, how many obscure/underground bands do you know that are as obscure as SLB and UM?
