This Heat were hugely influential on most RIO/Avant prog of the 1980s and beyond, and include one of the finest drummers the English progressive scene has ever produced.

... ¿could someone explain this feature to me, please?... ¿does it mean that ussers must do something in order to get the band included?...

There is a section in the band submissions pro-forma asking for this information. It is relatively new, so you won't see it for all the bands, just those added more recently.
