Okay, lets see if this is the right suggestion direction.
 
Start with a little known band called Transparent Illusion that released a sole album in 1981. I really can't find much on this band, except for these youtubes. Really great stuff though, they really quickly jumped into my top favs for now.
This one has a lot in common with the punk scene going on at the time it sounds like, but I theres more than a little Berlin School in those keyboards.

You are right about the punk connection, and add to that a fair few hints of the melodramatic and cold romanticism that brought us Joy Division, Gary Numan and Depeche Mode. This is just far more electronically minded and dare I say: progressiveWink
I would be fine with an addition actually. Great find man!
