This is Dewey Mahood from Eternal Tapestry doing some instrumentals with weird tunings ala Robbie Basho, John Fahey, Davey Graham, Richard Thompsen, etc. (which I suppose is the folk connection). But there's also a fair amount of psych guitar and drone, both strings and electronic. And the moods seem slightly more psych than folk to me.

Eternal Tapestry is listed here under Psych/Space so they should probably take the first look, but if they pass I could see Plankton Wat alongside bands like Smell of Incense in Prog Folk.
