Primus are heavy enough in some albums to be metal. Definitely funny.
System of a Down have some funny stuff and are sometimes proggy.
Wo Fat are a stoner rock/metal band but they have really funny lyrics (especially on Psychedelonaut). They jam enough to be included here though. =)
Yoosi Sassi's Desert Butterflies is really nice.

Very difficult to sing 'flowers are nice, I love life' to such 'heavy' music. It just doesn't work.
Only Anthrax can sing dark lyrics and present it as 'positive music' with their uplifting way of things.
It just couldn't be 'happy' and heavy at the same time convincingly. That's why Maiden sung in an epic 'story telling' formula using past histories as subjects. Even GORGUTS went back in time to incorporate themes of ancient history to base their concepts on. Not everything is death, but ultimately, it is........

Well, yeah, the vast, vast, vast majority, but there're always exceptions, and this is the place to look for the experts that know those exceptions.

Not exactly progressive metal, but Lykathia Afkame are perhaps worth mentioning here for maybe the biggest disconnect between musical style and lyrical content - a no-bullsh*t brutal death metal band with spiritually uplifting lyrics relating to the journey towards enlightenment and universal love. Of course you really have to read the lyrics in the booklet to grok that as the vocalist sounds like a downtuned fuzz bass played through a broken sub-woofer. It's very good stuff if you dig that style, though.

Arjen Anthony Lucassen might be a good one to try out, not necessarily all happy music but not down in the dumps. More fantasy/sci-fi music from his projects like Ayreon and Star One. Into the Electric Castle and Universal Migrator have some good songs for what you're looking for.

You may also be into Allen - Lande. It's got Russell Allen and Jorn Lande on vocals, lots of major chords for more uplifting power metal.

Apart from that ironic post above, I'm actually interested myself right now. Especially for bands with very uplifting, esoteric spiritual (but not preachy religious) lyrics/themes.
