Do prog album cover generally depict the albums contents?

The artwork to Brain Salad Surgery... has a bleak and dark look... and so does the material...

Trilogy - has three guys on front..

Tarkus... well that little armadillo tank guy has a bit to do with some of the material...

Picture at an Exhibition... has paintings at an exhibition as the artwork, I'd say that was pretty close...

have you noticed how most good rock albums have proper pieces of art as their album covers (for example, most of our forum members avatars) whilst all pop artists like mariah, britney and that lot just have piuctures of themselves looking pretty. it represents nothing but a poor money making pop album.

Free Hand by Gentle Giant definitely has a matching album title and artwork.

Hemispheres by Rush has matching artwork and material (or at least the title suite)

the Cover does have something to do with the title track. The naked man is standing on one hemisphere of the brain, while the other man is on the other hemisphere.

I think Blackwater Park fits.  I think Frances The Mute's cover is good but I don't know about it matching the content (awesome album though)
