ACT is called eclectic prog here but I put them down as prog metal and their album The Last Epic is truly epic. It doesn't have any epics, though.

I would definitely concur!!
Have a look around my sig Ian. PM has such vast differences in soundscapes you may have to try a number before you find what you are looking for.

A few others Animals as Leaders - excellent djent influenced instrumental jazz metal
Exivious - instrumental album from the "other guys" on Cynic's new album - very good instrumental jazz metal
The Wolverine comment reminded me of Dark Suns - Grave Human Genuine. Kris Gildenlow plays on it, it's a little uneven but the high points are really good.

Tiles
Prog Metal bands:
Thought Chamber - singer from Enchant, with some excellent instrumental work. This one always seems to be my first prog metal recommendation. For some reason it just really wowed me when I first heard it.
Hourglass - Oblivion to the Obvious. An excellent double CD in my opinion. I believe that Steve (progmetalhead) would concur, although I have seen others who didn't like it.
Anubis Gate - pretty good prog power metal.
Darkwater - debut album was really good. New album coming shortly.
Mindkey - Journey of A Rough Diamond. Good prog metal from Italy. Have a similar sound to DT and Vanden Plas.
Savatage / Jon Oliva's Pain - Progressive power metal/progressive symphonic metal. Metal centered around the keyboards of Jon Oliva.
Pravda - some excellent mostly instrumental prog metal.
Wolverine - strangely enough, a band with death metal growls that really don't bother me all that much.

just browse the tech/extreme metal section of PA, and you will find a lot of these bands. These are bands blending hardcore with metal.
You may be interested in jazzcore as well (John Zorn's projects Painkiller and Naked City)

Cynic and Devin Townsend are musts. Both Cynic albums are phenomenal, though they are a bit different as some 15 years went by between them. For Devy, Ocean Machine, Terria, Synchestra are the usual starting points.
If you like Opeth, Edge of Sanity's Crimson is great. For gonzo avant-metal, Unexpect's In a Flesh Acquarium is an amazing piece of work.
To-Mera and Aghora, both female-fronted jazz-metal outfits are okay. They both have some really good moments and some well played but color by numbers metal.

Indukti is a very cool band. I assume you have a little Riverside (they're both Polish and there is some cross-pollenation).
I really like the last Dead Soul Tribe album. Actually better than Psychotic Waltz which I understand is historically important, but doesn't do alot for me now. (Same Singer)
Missed a must have looking at your list:
Sieges Even: Navigating by the Stars If you like modern prog a la Flower Kings and Spock's Beard, this album is just amazing. The metal isn't really aggressive but the prog is strong with this one.

Green Carnation - The Quiet Offspring, solid - hard but not too hard
Devin Townsend - Ki, again on the borders of metal and other styles of Prog,
Cynic - Traced in Air, just such a great album, the kind that seems very hard when you get to it, but lightens up as time passes.

I see Opeth is not on your list... Blackwater Park is a really stellar example of tech/extreme PM. In that same vein I would recommend Between the Buried and Me's Colors, imo one of the best metal albums ever.
