It would have to be "Open Your Eyes" by Yes. Coming on the heels of Keys to Ascension I and II (aka Keystudio), which was great 70s-style epic Yes, the dull and radio-friendly pop of OYE sucked donkey appendage.
While Union was also terrible, it followed Big Generator, which wasn't so great either, so I wasn't expecting much.

I wouldn't really consider it much of a concept album, but there is an apparent theme that runs throughout the entire thing... so it could be a loose concept. Just my viewing of it.

Clutching at Straws is about the simultaneous, tragic unraveling of Fish's life and Marillion as a band. And a brilliant, poignant tale of addiction and the resulting inevitable self-destruction. It's very real, honest, and with beautiful melodic contribtions from all band members. And while the tracks aren't technically epics, they do segue into each other to create an epic feel. To me, that's much better than some Puerto Rican boy named Rael involved in some 'story' that even Peter Gabriel can't explain. But just my 2 cents.

Leftoverture... I expected a good album, it turned out AORish with bad vocals and not to my taste at all.
Divine Wings Of Tragedy...pretentious cheeseball.

I think I'm gonna have to say Fates Warning's latest effort, "FWX", is the only album that has left me terribly disappointed....I mean, it has like 3 good songs, but the rest just bores me to tears

Marillion - Radiation.... It was just like Marillion doing their best not to sound like Marillion
And I think 'Clutching At Straws' is by far the best Fish-era album. By far.
Most Gong albums (that I've heard) not featuring Daevid Allen. I appreciate Pierre's huge talent but his Gong stray too far away from the magical space rock of the Allen material.
Talk Talk - The Party's Over...It's unbelievable that it's the same band who went on to bring us 'The Colour Of Spring', 'Laughing Stock' and the legendary 'Spirit Of Eden'. From pure pop to self indulgent prog in such a short period of time - pure genius.

I have to say, although I didn't think so at first, 'Clutching At Straws' is probably the best Marillion album, period. It's sometimes chillingly bleak and sad- see 'Going Under', 'White Russian', 'Warm Wet Circles' and 'Sugar Mice'- these songs were obviously the product of a troubled mind which Fish obviously was, at that point in time. A stunning album, though.
I agree that post Daevid Allen, Gong dovetailed into being just another jazz rock band. A good one granted, but there's nothing there that sounds like Gong of old. Why not just change the name??
I have to add to the dissenters for 'Calling All Stations'. It has a bad reputation for being the worst Genesis album ever and I have to concur with that. I was taken in by the 'return to prog/darker fare' hype that surrounded this travesty and was confronted by one of the most characterless albums I've ever had the 'pleasure' of hearing. Terrible.
Rick Wakeman's 'Retro' could have been better too, I felt. For all the hype about using vintage synths (and there were still a heck of a lot of digital Korgs etc on there imo), what was the point if most of it was pretty poppy, AOR material. Lyrically it was poor even by his standards too- I'd much prefer an instrumental album. It wasn't a bad album by any means, just I expected better.
The Flower Kings' 'Unfold The Future' was a bit of a letdown for me. It's not that bad but boy, do they ramble on- the only thing I liked much and can remember on here was 'The Truth Will Set You Free'. I loved 'Paradox Hotel' though- my prog album of the year of the new ones I bought.
Symphony X as a band let me down. For all the hype about their 'songwriting is stronger than other prog metal groups', I found them to be the cheesiest prog metal band I'd heard. Lots of shredding and that power metal sound that I dislike intensely.
More or less every Queensryche album apart from 'Operation Mindcrime' disappoints me. All I hear is Iron Maiden copies or mainstream rock on most of their other albums- hardly any prog. Arguably Iron Maiden are more progressive on average- that will set the cat amongst the pigeons.... 
I find the Hogarth era Marillion very hard to get into, aside from 'Season's End' (which rather obviously still sounds like the OLD Marillion). I'm not sure what it is, as I can't even call the albums bad (they certainly aren't) but Hogarth's ambling vocal style doesn't do much for me. I guess I'm more a Fish fan, so to speak. I keep on trying though...

I remember being bitterly disappointed when Boston - Third Stage was released, it was billed as the second coming!
GTR was a real letdown too, I remember bringing that home when it was released and thinking "crap!"

Nonprog: RHCP's Stadium Arcadium. OK, so I was half expecting to be let down, and there are still a few good songs on it. But the whole damn thing is sooo repetitive and bland (though not as bad as By the Way  ) Meanwhile, everyone's hailing it as the best album of the year.....to each his/her own I guess

Funny...I was just thinking about this. The most disappointing album I've heard to date is Meddle. It was sort of propped up, after I'd only heard Dark Side, as THE album I had to hear. And it opens on such a great track, but then it gets sorta boring and samey, save for a few bright spots (Fearless mostly). And the most disappointing track is Echoes. For the first eight minutes it's brilliant, but then it's just like the lads can't keep running with it...

I must be easy to please as I can only think of one or two.  Too Old To Rock And Roll...just wasn't very good at all. And Union at least had a cool cover.

Whistler-- I'm actually kinda glad Meddle kept coming up as a record to hear, because it's usually Dark Side, Animals, Ummagumma, ad nauseam. Those *are* great records but it's nice to know some people still stick up for Medal...I mean Metal...I mean Meddle.
