Also, the new album was already added. So you could only update the website link and change the band photo (but I don't know which photo he wants...)

Maybe. I don't know how many more regional restrictions this site has. I guess it's not an intention but only because the site is badly constructed. Let's better choose some other page without "regional restrictions" as the band's site on PA.

Following the link, I see only this:  What do I have to do? I have no idea. But I know that if some site is unavailable in some regions it's the site designers fault (unless it was their aim, in our case it's not).

If I see that I don't see the site on 2 computers (they use different providers), what's the use of this "testing machine"? Both of our PCs use Windows 7. Maybe it's the reason?
