Here is my rough shot at decisiveness in a top ten list...
 
1. Dream Theater (very influential to most modern prog)
2. Porcupine Tree (very influential, and my personal favorite modern prog band)
3. Godspeed You! Black Emperor (most important post-rock band)
4. The Mars Volta
5. The Flower Kings
6. Opeth
7. Tool
8. Radiohead
9. Explosions in the Sky
10. Riverside

not too much into 'modern' prog... Symphonic prog, based on what I have heard, today is dead creatively ...  let's face it  ..it was milked and milked dry years ago. Like Jazz...  Jazz hit it's great growth spurts when someone came along ..and turned Jazz on it's ear...Parker, Brubeck, Davis..etc... symphonic prog was a child of the seventies.. today... it is for a new generation.  When someone takes true symphonic prog to the masses... ie.. the kids here.... it'll make my list. Though would put Spock's Beard and TFK (emotion for projectile vomitting) in this if went to 20

a list of what I think at least.. are the important ones.. not groups I think did good prog.. for hahhaha.. it isn't a list of that for sure.

I'm a follower of The Red Masque since they started specially because I virtually know Lynette (the vocalist), I bought  Victoria and the Haruspex as soon as it was released in 2002 if I'm not wrong, but hardly would consider them one of the ten more important modern bands because sadly they are very limited to a very samall group of people, despite they deserve more.
 
BTW: Lynette is member of PA but haven't seen her in a long time.
 
Now my ten:
 
  1. Anglagard: Icons of the Symphonic revival.
  2. Par Lind Project: Idem
  3. After Crying: Pioneers of Symphonic Folk
  4. Karda Estra: Developers of Symphonic Folk
  5. Dream Theater: Responsible of Prog Metal boom.
  6. Echolyn
  7. Glass Hammer
  8. Magenta: A perfect blend of Symphonic and Neo Prog
  9. Discipline: One of the strongest, more original and influential Neo Prog bands
  10. Fantomas: They blended Prog Metal and Avant Garde with great success.

What I don't listen to is not important, at least not for me Wink. So I will only name the Acid Mothers Temple, Red Masque, Psychedelic Monsterjam, Kangaroo Moon and Tiere der Nacht. Some of these bands are not in the archive yet. And at least Red Masque is a severely underrated band that deserves A LOT more attention

I won't deny the importance of Dram Theater in Prog Metal, but has absolutely no relation to the rebirth of Symphonic Prog.
 
Give the credit to the one who deserves it and it's PAR LINDH, who founded the Swedish Art Rock Society in 1991 and this is the direct cause of the rebirth of Symphonic Prog in Sweden and part of the sound of his band Par Lindh Project influenced the development of Prog Metal.
 
The existence of Dream Theater has no relation with Symphonic Prog's rebirth.

King's X - A nice mixture of prog and the Beatles, and considered progressive everywhere except on Prog Archives;
The Tangent
Transatlantic
Pain of Salvation (although Scarsick was definitely a step in the wrong direction).

And since others listing non-modern bands: Rush - hey, I have to plug my favorite band especially on the day of their Detroit-area concert.

Well this is difficult to get a true top ten seeing as there are many subgenres of prog and whatnot. However bands that I see very often that are influential are...in no particular order

Pain of Salvation- They gave a very different sound to the progressive metal scene

Dream Theater- Put prog back on the map, they at the very least deserve credit for that

Tool- Combining a very new sound with odd time signatures and very intellectual lyrics and also inspired a lot of alternative bands to mix up their sounds a bit

Meshuggah- I'm surprised to have not seen this mentioned yet, they took the prog metal genre a complete other direction and showed that rhythm can be music as well.

Porcupine Tree- They are pretty much a modern Floyd with a little something extra.

The Mars Volta- Volta is a band that has gotten prog some radio time as well as molded together a couple of genres that no one would ever have thought to be.

Opeth- They took Camel, Yes, and Metallica and made it their own.

ISIS/Mastodon- I put these two together not because I'm indecisive but that each of these bands by themselves are not suitable to be all that important, however, I do believe they represent some of the future of prog.

The Fantomas- They are pioneering the Avant Garde (metal most of the time) genre

Devin Townsend- For putting humor back into a very (sometimes overly) serious genre.

Going by the most important, not famous or anything. Not in any order.
 
1. Tool
2. Dream Theater
3. Talk Talk - (Invented post-rock along with Slint. Decided to put Talk Talk instead of Slint because they released two great post-rock albums and Slint only one.)
4. The Mars Volta - (According to many one of the saviours of modern prog, have yet to bring out anything bad.)
5. Porcupine Tree - (Great album after great album, the music is not only progressive but their sound over the years aswell.)
6. Agalloch - (They have yet to release a bad album, 'The Mantle' is for me personally the best metal album released in the 21st century. They may not be the most influential but definitely one of the best.)
7. Opeth - (Have yet to release a bad album, so many bands are influenced by them.)
8. Death - (Like Opeth - tons of bands are influenced by them and they're up there with Metallica, Iron Maiden, Slayer etc. when it comes to greatness.)
9. Neurosis - (Helped sludge metal evolve, one of the most overlooked bands on PA and influenced a whole generation of bands like Cult of Luna, Isis and Pelican who are all great aswell. These guys are up there with Opeth and Agalloch when it comes to being the best Prog metal band.)
10. Ulver (If you include their three black metal albums that are all fantastic they'd probably be in the top-5.)
