I really can't stand Fugazi, some of  the worst music I've heard along with Bad Brains.

Progressive Punk is an oxymoron...

If there were such a thing as Prog Punk, Fugazi would be in there somewhere. Art rock, tho? No way.

Yes they are. Some kind of minimalistic, experimental avant-garde post punk ...

Were they really ever hardcore? I mean, they're really not aggressive. Most other post hardcore bands that I know retain the aggro vocals and just make the music more ambient and spacey.

well, i dont think hardcore necessarily has aggro vocals.  Fugazi's vocals are usually somewhat shouted, tho.  I just always defined post-hardcore as the kind of thing that was minimalistic like punk but still relied heavily on innovation and musicianship.  Fugazi is too complex to be considered punk or hardcore, but not bombastic enough to be really progressive.  I guess it's a matter of perspective.

On eMusic they are labelled "Alternative Experimental" - I like that.

This is their entry on allmusic.com.  I do like the "alternative experimental" tag, that fits very well.

funny to see people try to define Fugazi, are they emo, are they punk, are they hardcore, are they post-whatever? to me they're just they're just great rock music, their twin guitar minor-key arpreggio harmonics mixed with power chord bombast always delivered the goods, though not as progged out some of the bands people talk about on this board they are incredible musicians with tightly executed songs,  highly influenced by Television....in turn Fugazi influenced a huge amount of bands to follow in their wake from Hardcore to Indie to Metal, and beyond,

They have much stronger links to hardcore in the cultural sense than in the modern one.
