No matter what I do, today I get this error message when trying to reply to one of my PMs:

"Only members with sufficient permission can access this page."


I've tried logging in and out, didn't help.

Have you tried clearing your cache? Also might try using a different browser or device if you haven't already.

it's the f***ing Captcha again. mark your message and use Ctrl C for copying, then try again. lately you sometimes have to try 3 or 4 times

^ yeah. I had this problem awhile ago. I literally tried to send a PM three dozen times and was rejected each time. I don't think I've tried to send another one since.
