Hmm.  Roxy Music, Beauty Queen then.  A distant second for me.

In the air tonight? A love song featuring the words "Well, if you told me you were drowning, I would not lend a hand"? I think not.

How about Onward or Turn of the Century?

For non-prog, how about God Only Knows?

for Prog, I'll have to think about it... so many prog bands do love songs so badly... but for non-prog:  Lionel Richie - Still In Love With You

Why, you ask?  Lionel Richie is simply the pinnacle of what writing love songs is about.  He's a natural.  No, he's NOT a natural at writing prog, and if he ever tried we'd probably all laugh.  But his love songs are legendary.

OK, for prog... I can't think of a song that would (1) qualify as a love song (2) by a certified prog band and (3) actually be good enough to mention.  Including all that have been mentioned previously.  I'll probably have to look through my CD collection to see.

Just for clarification, a song by a band/artist who USED to be prog does not count - e.g., "In Too Deep" is by Genesis the POP band.
