It works when I hold down the function key and hit the 1-6-4 on the number pad of the keyboard.  It doesn't work if I just use the 1-6-4 on the keyboard however.

Tilde: indicates which syllable should be the strength of intonation. That helps to distinguish similar words but with different signification... it's not the same to say "Está" or "Ésta"... they are completely different...

That's not what I meant, Jampa.

I meant, what use is a tilde in the case of a UK keyboard and producing accents when typing.

Pressing Alt + # just prints a ~.  That's not what I want.

Oh, as a matter of fact, that is not a tilde... in spanish that's a "Viñeta" and it's pretty hard to use... besides of the "ñ" I don't know were else to put it... I think portuguese do use it though...
