This is one of those discussions where one-size-does-NOT-fit-all. I would say Peter Gabriel was in fact more creative as a solo composer/performer primarily because he had to concentrate his skills on individual songs, rather than meander through 10 to 20 minute long labyrinthine permutations. The songs from his solo career (primarily those from 1975 through the 80s) are more personal, not some lunatic flight of mythological mayhem.
 
Ian Anderson, however, is a different story. The output between 1968 and 1979 was with a band of friends and close acquaintances (no matter if it was Bunker or Barlow, for instance). It is obvious there was more input from each band member, even though Ian was principal songwriter, and Tull flourished. Once Anderson relegated the band to union wage scale and used hired hands with no input, the output dropped diametrically in quality. The only resurgence is in the album Crest of a Knave, which features Martin Barre's guitar over Ian's flute.
 
There is also the idea others expressed of a musical artist's prime. Very few performers are consistently great over a career that in some cases lasted 50 years. They resurrect Mick Jagger and Keith Richards from the tomb every few years, but they peaked in 72 with Exile on Main Street. Pete Townsend hasn't written anything worthwhile for 30 years, yet he keeps touring with The Who even though the band members I most enjoyed are dead. They trot out the waxen effigy of Paul McCartney, and it is very ironic that the "Paul is dead" rumors occurred in the late 60s -- I would suggest those rumors have finally come to pass.

For the most part I have to agree with you that after the bands break up many solo artists just don't have the same spark of creativity in writing good material. The combination of multiple ideas and points of view are probably what makes the sum greater than the individual players.
Coming to mind right away are Paul  Simon, Plant , Gabriel, and Sting.....while I do like much of their solo output I would rather listen to  their earlier band(collaborative) music .

I would say at first blush that Hackett's solo stuff might be an exception, because I do feel that he has a good body of work that measures up well against Old Genesis. However, there have been creative contributions from his more steady band members, particularly Nick Magnus and Roger King. Rob Townsend takes the liberty to improvise on some of his soprano sax passages. He's had some very excellent people he's worked with throughout his albums, which makes them something other than true solo efforts in the strictest sense. His true solo albums have come mainly with classical guitar albums like Momentum, which I think is fabulous. On the other hand, GTR was less than its parts, so while we wonder about all the solo efforts that yielded something less than optimal, we shouldn't overlook the many group efforts out there that didn't work out too well either.

Adrian Belew is one who has been both an excellent band member and an excellent solo artist.

I would have to say that this is a difficult subject to quantify without some time-consuming analysis. A lot of these solo outings have taken place during a transition in prog rock composition quality (late 1970s going into the 1980s), sometimes simultaneously while the parent band transitions into more "radio-friendly" material. To get a more accurate judgment would require solo outings to take place around the band's peak creativity period. I can't think of very many that would fit this situation. On the other hand, it might be more fair to compare solo outings with albums from the parent band that were released closest to each other.
 
 
Second, what motivations were behind the solo outings? Are all solo outings going to be prog rock in a style similar to the parent band? Probably not.
 
Third, as HackettFan has mentioned, most solo outings are not composed in a vacuum (except for the few one-person bands out there, myself included). Input from different people sometimes gives the music a different sound, sometimes different enough that it's hard to make a fair comparison with the soloist's parent band. It's not just other musicians, but sound engineers, producers, co-writers, etc.
 
I'm sure there are some solo outings that can be judged to be weaker than their parent band (and vice versa), but it seems to be me that in a lot of cases it's almost like comparing apples and oranges.
 
I will agree that in some cases, usually the best material from each member gets accepted in a band environment, weeding out weaker material. That's not always the case though. Some bands have one or more dominant members that "hog" the contributions and don't allow some members to contribute more fairly. Bands are not necessarily run like democracies.

Third, as HackettFan has mentioned, most solo outings are not composed in a vacuum (except for the few one-person bands out there, myself included). Input from different people sometimes gives the music a different sound, sometimes different enough that it's hard to make a fair comparison with the soloist's parent band. It's not just other musicians, but sound engineers, producers, co-writers, etc.
 
I'm sure there are some solo outings that can be judged to be weaker than their parent band (and vice versa), but it seems to be me that in a lot of cases it's almost like comparing apples and oranges.
 
I will agree that in some cases, usually the best material from each member gets accepted in a band environment, weeding out weaker material. That's not always the case though. Some bands have one or more dominant members that "hog" the contributions and don't allow some members to contribute more fairly. Bands are not necessarily run like democracies.
I will state plainly the difference between an artist's almost complete control over a group of musicians and that of a group of equally contributing artists. Of course no music exists in a vacuum, but control freak artists such as Wilson and Anderson make it sound that way. It's their musical vision only and, for the most part, it's musically stunted no matter what the caliber of the contributing artists that they employ as 'contributors'. 
The first thing to disappear is a trademark sound or style of true contributors. Could you image Wilson or Anderson letting the domineering sound of the late Chris Squire into their sterile music? I cannot.
Or take the trademark sound of Gilmour out of Floyd. Even the anemic sounding eighties Floyd without Water's still had a distinctive sounding musician. Something that Wilson lacks and Anderson fakes with a Martin Barre sound alike on his TAAP2 and HE albums. 
 
As for the Hackett analogy, success is relative. His made something like 20+ solo albums that has sustained him and I'm happy for that, but his  biggest success as of late has been Genesis cover concerts in Europe, which he billed as Genesis Revisited for both concerts and albums. The fact that he's covering an old group, his old group, speaks volumes to me. Perhaps it's because the sum was greater than the parts.
